i hadnt really jumped to conclusions - nothing much has changed only the fact he wanted to meet in person, the fact he had -1 feedback for buying another phone only been a member for a month and its a high value item havent changed, just wanted advice on all the outcomes on if he did pay what could i do and if he didntYes Your Dukeiness

Nail this joker good and proper. Put a link to his profile on future listings saying words to the effect of "Non paying bidders like this little idiot, who wants to meet sellers in strange places, for what reasons I wouldn't like to speculate, will receive negative feedback, and added to my personal Hall of Fame along with said saddo"
I had 3 non paying bidders when I first started selling and did this to them all. I never had a NPB problem since and all my buyers accepted my terms without question, and I'm on 100% fb rating. I even got a few e mails congratulating me on my approach, I called it my Non Paying Bidder Policy.

I really wouldn't recommend this action. Links in an auction are not allowed so all that will happen is that the seller will just keep getting their auctions pulled and warnings given until they finally get suspended. If I was buying I would seriously question the motives of any seller who felt the need to look so flakey by posting this sort of stuff in an auction and almost certainly not risk bidding.

We all get caught out from time to time. The programs which facilitate bidding in the last few seconds are impossible to check.
Anyway you were astute enough to recognise there was something fishy.

Soolin, I can't disagree with what you say, but I can say that when I did what I suggested, it made no measurable difference to the number of bids I received, I got no warnings from e bay as a result and I got no timewasters. The only thing I did get were a number of e mails from other e bayers acknowledging the idea as being original.
However I conceed that this may be against e bay rules, so in hindsight this may have been risky.
You're also right in that some people may be put off bidding. You have to ask why. To minimise genuine bidders being put off, I did state that I was happy to work with genuine buyers who had genuine difficulties with completing a transaction, but was not prepared to waste time and money with timewasters etc. You have probably encountered the former, I have, and you have to be understanding with them. It's difficult I know.
Remember, I was a newbie seller who had no less than 3 NPBs on a batch of around 10 items I put up for sale. NONE of them even tried to complete the transaction. They all ended up with -1 or less feedback, and one got kicked out for good.
