Yes - if you want to get your fees back you MUST start a NPB process.

It will ask for your comments that are pased on the the buyer. Make these short and sweet that you are starting this NPB to claim your fees back. If he responds to the NPB via Ebay, he can leave you a neg. If he doesn't, then any neg will be removed.

Hopefully he will not respond and you can give the *scammer* the neg he deserves.

Also, so many NPB strikes within a space of time will automatically kick him off ebay.

If you didn't state you would accept cash/collection you don't have to.

I certainly wouldn't meet him, not as if it costs a lot to post a phone, fair enough if it was a heavy item and he'd save a lot in postage.

various reasons
its a very high value item
only has 1 negative feedback trying to buy another phone and not paying
didnt want to go through paypall or follow what the listing said (that i would only accept paypal)
has only been a member for a month

if it was an item worth a few pounds i might be more willing to take the risk
