How do I get Postman to stop delivering junk mail? (merged)

I am getting a bit hacked off about the amount of unaddressed junk mail being delivered to me by the post office. This is the stuff addressed simply to "the occupier", with no address and goes to every single house in the area.
We get about a dozen such pieces of mail a week - all of which go straight into the bin. This is a waste of my time, the postmans time and paper.
I have already signed up with the Mail Preference Service and that is effective in cutting out about 90% of the other unwanted (addressed) mail.
The reason for posting is I saw the back end of an interview with a woman on the BBC going on about this, and after some internet search found this:

Now she was saying that the Royal Mail claim that by doing this, you will not receive important stuff such as electoral role updates, which apparently is untrue as this is one thing they must deliver (so she said). I guess the RM do not want people opting out as if too many do, then it will cut of a marketing stream.
So my question is - has anyone here opted out of receiving unaddressed mail delivered by the Royal Mail in this manner, do you still get important local council letters such as electoral register updates and most importantly, is it effective (i.e. worth doing) ?

I have just read in this month's Which magazine (Quote)
"Mail watchdog Postwatch has rubbished the letter. It told us:'Consumers should not be put off.As the government owns Royal Mail, it will make sure that anything of national importance is delivered to everyone and consumers will still receive electoral information."

I signed up for the Royal Mail opt out about 5 years ago.
I get all the electoral roll stuff and am not aware of missing anything at all.
Mail that is addressed to 'The Occupier' and then the address will be delivered because it has an address.
All the othe cr*p leaflet / flyers /etc etc is stopped.
This is because this advertising junk is delivered by the postman who gets a small bonus somewhere in the region of 1p 2p or 3p per item.
When you opt out a sticker is put on your address box at the sorting office that stops the postie delivering the junk mail with your addressed mail.
Although this stops the postie delivering junk despite putting a note on my letter box I still get stuff delivered by the door to door people.......ulless of course I happen TO CATCH THEM AT IT !!!!!!!!!!!0 -

There are 4 options you can sign up to:
tps (tele preference service - stops companies calling you)
mps (mail preference service - stops 'em mailing you)
fps (fax preference service - stops 'em faxing you)
baby mps (mail preference service for recently deceased babies).
Just enter your address, full name (including title) and email address and that is it! :T
You can also register the names of people who used to live at your address, people who have died at your address, or your previous address.
I registered a couple of years ago. It takes a few months to work (as companies' mailing data is always a few months old by the time they mail you) but now I do not receive any junk mail!!
Companies are obliged by law not to contact you / mail to you if you are on this list and could get a £1000 fine if they do. The double bonus is these companies are also then forbidden to sell on your name and address details to other companies and make loads (and I mean scandalous amounts) of money out of your contact details. Truly MSE style-ee.
The only downside I can see is that these details will not be available to charities, but you can get mailed by companies you 'agree' to having your data, so this isn't too much of a problem.

'What is the MPS?
The Mailing Preference Service (MPS) is a free service set up 20 years ago and funded by the direct mail industry to enable consumers to have their names and home addresses in the UK removed from or added to lists used by the industry. It is actively supported by the Royal Mail and all directly involved trade associations and fully supported by The Information Commissioners Office.
The MPS Consumer File is a list of names and addresses of consumers who have told us they wish to limit the amount of direct mail they receive. The use of the Consumer File by list-owners and users is a requirement of the British Code of Advertising, Sales Promotion and Direct Marketing administered by the Advertising Standards Authority. It is also a condition under the Code of Practice of the Direct Marketing Association.
The MPS can remove your name from up to 95% of Direct Mail lists. It will not stop mail that has been sent from overseas, un-addressed material or mail addressed to The Occupier. You can expect to continue to receive mailings from companies with whom you have done business in the past. You may also receive mailings from small, local companies. If you wish these mailings to be stopped, you must notify these companies directly. It will take up to 4 months for the Service to have full effect although you should notice a reduction of the mail during this period.
