    Moving on plan...
    They are parked eating a burger, 0mph.
    They get moved on and want to get back somewhere to stop and chat again to fit guy/girl quickly - perhaps too many mph?
    They park up and they chat again - 0mph

    Having somewhere to go plan...
    They are parked up eating a burger - 0mph
    Policeman comes along and chats about road safety and advises wayne he really should get some new tyres as tread nearly gone - 0mph
    Gets late, everyone drives home (different directions so less racing to one destination) - more normal speeds and also later so less traffic/pedestrians.

    Sometimes it needs a bit of carrot and less stick to get the best results.

    I agree the speeding can be an issue but i've seen many a group of 30-40 somethings having a midlife crisis in a porsche or similar which is capable of far higher speeds plus the drivers have reduced vision and reaction times.

    was tempted to tell my fave joke then - but wont yet!
    can i get back to main point - is it legal for police to block off road to those they think are GOING to cause a nuisance?
    anyone? advice please.

    this not so dumb blonde wanted to earn extra cash and being good at d i y she went around the posh area asking for jobs
    ok said this guy - the porch needs painting - the paint is in garage will pay you 50 quid
    she did the job in hour.
    rang doorbell and asked for her money - and said ' finished the job - by the way - its not a porch its a ferrari!
    so sorry couldnt resist - i love that joke!!!

    its a big Porsche :P actually a common one is clapped out 3 Series convertible, saw a great one with 5 bald shiny heads going around and around and around trying to impress the ladies (ever seen coneheads?!)

    Anyway...legally not on a public highway, at least not selectively it's either open, closed or closed except for access.
    Realistically its a losing battle to quote legal at your average bobby, in the OP it stated residents or people with a reason would be let in so I would just try again on the grounds of access.

    If it's asda land, then they can do what they like as long as its not racist/sexist/ageist etc.

    this is what i cant get my head around - how can they (the police) close a highway to selected people? is this legal?
    i understand the local residents point of view - some of them are a bit of a nuisance. but - its one night a week - they arent breaking the law - and there is another solution! also am furious others are being inconveniencd. and the waste of police resources is immense! considering the crime rate in this area! would think they had better things to do!
    i think they must be using the closed except for access route - but not sure thats been done legally!

  • granted by the national assembly every thursday night with powers to close the highstreet any night of the week they choose and how many times a week they choose and is a temporary trial in the view it is permanantly implemented after 6months of the trial is what the press say, one police car with two officers at every point of closure 5 in total so 10 officers are used and blackwood station is a small town station with limited resources of officers, 10 officers taken away from emergency calls thus putting pressure on the remaining officers for emergencys and a near buy station of ystrad mynach who has to step in when officers from blackwood need help in an emergency. WE ARE NOT BOY/GIRL RACERS we are CAR ENTHUSIASTS who meet up in the view to catch up with friends exchange mechanical info and or carparts have a bit of grub and check out the talent!
    from my past experience the police would stop and have a chat like a normal human being we would express our views on the village idiot constantly wheel spinning while banging music out and spoiling the atmosphere for us by us i mean about 120 of us who have parked up no music just chatting, police officer would ask the vehicle details and discription and would go have a stern word! very rarely a fight would break out im talking once twice a year and would disperse at different times as not to conjest the town and we certainly did not race off exceeding the speed limits and aproach roundabouts sideways many people have this conception of so called boys racers racing round banging music and terrorising people shouting out of car windows because of a certain string of high action movies. yes the police got tougher on the idiots but not us who generaly had a good repour with our local officers out of the amnesty the police held against us a few months ago a hand full of minor tickets were given out and i mean minor like tail and break bulbs blown no seat belt worn and 3 or 4 were given fixed penalty's (these were the idoits by the way and im glad they were given them). police officers do have power trips and i have been talked down to and disgusted by some of their attitudes, i have had one officer constantly pull me and during a year had been issued with an excess number producers just by one officer i must say that this was dealt with via a solicitor a meeting with the officer and his 'sarg' and he had a knuckle wrapping and was told to stop hassling me and he was made to apologise to my face. i was driving a standard car no exterior or interior mods but he seemed fit to pull me every time he saw me! i had enough.

    They cannot issue fines they are unenforceable invoices.
