    yes they can, PG9 prohibitions can be either immediate or delayed. Bulbs usually get delayed - this means you have to rectify the problem in the time allowed, usually 7 days, re-mot the vehicle and produce the new mot certificate at the Police station (or to VOSA in the case of buses or trucks)

    and surrendering your driving licence just means them making a copy of it and making sure everything is sorted . if it is they will not issue points or a fine .... alternativly you could make the two pieces of paper into an origarmi butterfly and hope it flys away xxx

    I think (unless they did more checks) you should have been done for something like:
    Lighting offences - Prosecutable:
    Lamps, reflectors, rear markings not maintained <=== this one I think
    Vehicle not fitted with specified obligatory lamps
    Specified obligatory lamps not correctly fitted

    None of those lighting offences are endorsable, just fineable.
    That is exactly what I was thinking. If one or more (but not all) lamps were out, the FPN should have been a £30 non-endorsable or a rectification notice.

    If every brake light was out, the closest offence I can think of which would justify an endorsable ticket would be the CU20: Causing or likely to cause danger by reason of use of unsuitable vehicle or using a vehicle with parts or accessories (excluding brakes, steering or tyres) in a dangerous condition. That would take a hell of a lot of proving by virtue of brake lights alone, taking into account traffic density at the time and sharpness of the accused's braking at the time amongst other things.

    Again, it comes down to the offence code shown on the FPN. If it's only for failing to maintain stop lamps or "brake lights not functioning" or whatever you want to call it, I wouldn't send any licence for endorsement. I'd have the case heard by a court if only for the correct sentence to be passed.

    I've often wondered how many police officers get their penalties mixed up when deciding which ticket to issue.

    DaveF327 you seem to be getting bogged down in the technicalities... for all we know his 2 bits of paper were a party invitation & a dry cleaning bill :confused:

    To get any info out of this guy you need some form of medieval torture :)

    In the meantime it's drifted into a "chat amongst yourseves" kinda thing.
