If you're sure he's a perve then put him on YouTube. Who's going to complain about it? Mr. Pervy?

And if he's not? What if he's a mentally handicapped bloke with a mental age of 8, who likes swings and being with people who are the age he feels inside? Or someone whose kid died on this day of the year ages ago, who always spends the anniversary in the playground where he used to take his son? Or... or... or... The thing is, he might be a perv, but you don't know. If you put him on Youtube, he'll be lynched. Nobody should be subjected to a public accusation of that kind of thing unless there's much stronger evidence than hanging around by the swings. If the kids have already shown the evidence to the dad who's a copper, let the police investigate, and keep out of it.
Do you know anyone who's bereaved? Point them to https://www.AtaLoss.org which does for bereavement support what MSE does for financial services, providing links to support organisations relevant to the circumstances of the loss & the local area. (Link permitted by forum team)
Tyre performance in the wet deteriorates rapidly below about 3mm tread - change yours when they get dangerous, not just when they are nearly illegal (1.6mm).
Oh, and wear your seatbelt. My kids are only alive because they were wearing theirs when somebody else was driving in wet weather with worn tyres.

Absolutely right Lydia. Doesn't the law of slander cover some of the things put on YouTube about defenceless other people? It's about time everyone had greater protection from their vulnerability and exploitation on the internet.

I hear what you are saying about being careful and so on. Thing is - if any of you have kids how would you feel about an adult sitting on the swings and "staring / letching" at them? Doesn't really matter what the excuse is - it is very very wrong.

Babe, I can tell you this geezer was only there for the kids and left when they did and the other excuses thrown up by the bleedin heart brigade are all wrong too, you can hear him in the background saying how "fit" the girls are. I'm not a dad but if that were my kid he'd be in hospital right now pure and simple and for once, I'm not going to use a smiley, that's how serious it is.

Could depend on who is interpreting their behaviour.

I recently heard a group of little boys shouting 'p**do' as a term to insult. How much sadder can it all get!

So dad, or mate's dad's a copper. Presumably they'll look out for this 'geezer' then and, at the very least, warn him about his inappropriate behaviour.
