From reading the Microsoft page, you need an existing copy of Windows so I'm guessing this is an upgrade version not a full retail copy?

Not sure since it does apply to those who have XP, and a direct upgrade is not available to them. Unless it is an upgrade disc from which a full install is possible?

The upgrade media of every previous version of Windows has permitted a full fresh installation, why would this be any different?

It may allow a full fresh installation, but it still requires a previous version of windows installed as a pre-requisite.

Untrue, the update merely asks for the installation media of the previous version during the installation process.

Well, you've still backed up what I said really. It's not like you can buy the W7 upgrade and install it on a blank machine, having no media from a previous flavour of Windows.

Suggest that you read again what you said.

"requires a previous version of windows installed as a pre-requisite" doesn't mean the same as "you need the installation media of a qualifying previous version of Windows" in any form of the English language of which I am aware.

Historically, microsoft has always allowed you to use prev installation media as proof (say you want todo a full clean install without wasting time installing the prev os), and its very likey to continue with the same policy.
However considering that very few people dont have original installation media anymore (who actually bought vista retail ?) its probably not a massive issue anyhow...
