Run a few different speedtests WITHOUT the router conencted (Assuming you use one)
Do it direct to the modem

Sorry if I've missed something , but some of the VM modems need to be updated to get the full 10mb/s.
There was a link on VMs site about the upgrade, and that would tell if you required a new modem.
