It means that people who live on their own can only win twice but people who live with 5 other people over 18 can win 12 times

Well if that's what they are still saying they haven't got a leg to stand on, someone print out the t+c before they change it again! My printer's broke.

This clause implies that it is permissible to share codes and even to enter the same code again for someone else in your household!
