Have Park Smarter issued this PCN on behalf of the council? Is it a Penalty Charge Notice or a Parking Charge Notice (or similar)?

Please post up a photo of all of the PCN in that case, and someone will take a look at it for you.

Valli has already confirmed is it a council ticket (issued by the private company on behalf of the council). He needs to let us have a look if he wants some advice.

Details of the enforcement authorities Policy and approach to challenges can be found at www.parksmarter.org.uk or seen at the Enforcement Authority’s offices. All challenges will be considered on their individual circumstances. If you challenge this PCN within 14 days and the challenge is rejected, The Central Processing Unit on behalf of the Enforcement Authority will usually re-offer the 14 day discount period.

IF THE PENALTY CHARGE IS NOT PAID OR SUCCESFULLY CHALLENGED
If the penalty charge is not paid on or before the end of the 28 day period as specified on the front of this notice or successfully challenged the Central processing unit on behalf of the Enforcement Authority may serve a Notice to Owner (NtO) on the owner of the vehicle requiring payment of the penalty charge. The owner can then make representations to the Central Processing Unit and may appeal to an independent adjudicator if those representations are rejected. The NtO will contain instructions for doing this.

If you challenge this PCN but the Central Processing Unit issues and NtO anyway the owner must follow instructions on the NtO

Further information about Civil Parking Enforcement (including PCNs and NtOs) is available on-line at www.patrol.uk.info

Then there's a tear off payment slip....

please note this is verbatim except for the underscoring of URLs which PC did. I'm a girl BTW...

Looks like a 'proper' PCN - so the option of ignoring it isn't to be recommended.
