    Ruby, do what you need for yourself. You are not responsible for your landlord, if he gets into trouble that's his problem for defrauding the Council Tax.

    Look after yourself Ruby, he has done wrong with the Council Tax and if he gets caught then tough! Don't let him threaten you over references etc. Grr, after all you've said I'd like to punch that man!

    Someone dodgy like that is not worth trusting and if it comes down to it he'll twist everything to protect himself and not you. he's obviously the devious type.
    Don't trust the !!!!!! as far as you can throw him.
