Can you get W7 for a newly formatted PC?

If you are asking this, you shouldn't be using pre-release software.

It's amazing to see how little concept people have over what the whole Windows 7 program is all about currently. It's not a free operating system for a year..

^ LOL I know, it's meant for IT pros, technical people, and people in general who understand what a beta and RC (release candidate) piece of software is - it's purely for testing and feedback, it's likely to have stability issues, incompatibility issues with some hardware and software etc. For any normal users, home users, in fact 99% of all users - all you need is a current commercially available released system such as Vista, Window 7 is not available on new PCs - because it's not even available for sale, and won't be for a few months anyway.

The current RC will expire on 1st June 2010 (the older beta expires 1st August 2009), but I certainly wouldn't be using it for anything other than testing. In fact I've not even downloaded it yet from the Partner area - anyone installed in on a Virtual PC setup and found it works ok in this environment? Don't want to kill my test machine with it yet...

PS Love the new taskbar, wonder where they got that idea (OS X...)

    Yep. :)

Also running fine on this laptop dual booted with linux.

I rarely use Windows, so it is a small risk. This system is always backed up regularly so again, not a problem.

I certainly wouldn't trust it as a primary OS though.

Yeah, I've been steadily using it as a primary install on machines that are solely devoted to testing and it's no great surprise when you have to start from scratch on one, but also the releases as they've come out in VM's and they've been fine for, you know, actual testing and evaluation.

Well yes I don't know much about testing beta versions.
But I have a second PC which needs an OS and I wouldn't be put out if it crashed or corrupted data on me (as it is just for playing with, taping TV, playing music etc).

Why doesn't that make me a viable tester of an OS???

Is it because I'm not up my own bum enough?

From the official Microsoft FAQ: http://www.microsoft.com/windows/windows-7/faq.aspx
The RC is free and will be available at least through July 2009. However, because Microsoft isn't providing technical support for the the RC, we strongly recommend that only experienced computer users sign up. How experienced? At minimum, you should be comfortable backing up a computer, formatting a hard drive, burning an ISO file to DVD, and installing an operating system from scratch. You should also be comfortable troubleshooting problems on your own.

The question you asked showed that you don't meet what Microsft suggests. And indeed if you read the FAQ your question is answered :)
