It looks like it has been wihdrawn.0

Short-lived offers are par for the course for West Bromwich BS. At least it's a fixed-rate so they can't drop the rate sharply which they tend to do with their variable rate offers.0

Just spoken to them - if you have already printed the form, the 1 yr bond is still available but they must receive it by SATURDAY 25th APRIL

I am sure West Bromwich PDFs has the name of the applicant printed on it so it's no use to you.0

The rumours of its death have been greatly exaggerated.
The West Bromwich 4.3% fixed rate (to 31/5/2010) has returned to their website today see

Specific terms and conditions 3 for the 1 year bond (based on your statutory rights) which I presume is identical for the 2 year bond:
"For accounts opened by telephone/post or via the internet, if you are not happy with your E-bond you may, within 14 days of opening your account, transfer your investment to another account or withdraw your investment at no charge provided any cheques have cleared. After 14 days you are bound by these Specific Terms and Conditions."
It's a bit messy but might be some scope for switching to the 1 year bond (?)I came, I saw, I melted0
