Their General Terms & Conditions only refer to minimum age in the case of ISA accounts (as per ISA regulations) http://www.westbrom.co.uk/static/TermsAndConditions.pdf
From their general FAQs:
Who can open a new account? All UK residents are able to open an account with us. Some age restrictions apply to certain accounts, such as ISAs and postal accounts.0 -
It's an independent mutual building society, see Building Societies Association list of members.

I may be wrong but it seems to me that the rates for fixed rate bonds are beginning to creep up. Competiton for savers?0

Not true - both the e bond 21 and e bond 20 are listed at positions 3 and 4 respectively on the moneysupermarket.com comparision which I got following the link from here on the MSE fixed rate savings guide
I have looked on moneysuppermarket.com and also MSE and I cant see these 2 bonds listed.
Anyone with a link?

I still don't see any details for these bonds on Moneysupermarket.com or on the saving sections of the main MSE website.
Is it just me or can others not see these bonds?
Is this a scam?

It is shown on Moneysupermarket:

Thanks for the link, and yes it does show in the link you provided.
However, if you follow SAVINGS from the Home Page, then SAVINGS on the next page, then the TAB FIXED TERM BONDS it does not appear.
It's not until you use the Compare Savings Accounts at the top of the page that you get a result.

What is it that you do not understand?
I am surprised you cannot operate something as simple as that website!
1. go to moneysupermarket.com
2. click on money tab
3. click on savings tab
4. close the irritating rate alert pop up (if not already suppressed)
5. in the compare savings account box at the top of the screen, select fixed term bonds from the savings type drop down box
6. type in the savings amount £
7. click on compare now
8. ignore sponsored results and look at real results - WB is at position 2 and 4
Duh!
(Ok to be fair the West Brom account has a minimum of £5,000 so of course will not appear if you input less than that at step 6 as moneysupermarket.com is designed to list only those accounts which are correct for your circumstances so, if you cannot afford it, it won't be listed)0 -

I suspect that the reason it did not appear for you might be due to the fact that in the box marked " Savings Amount (£)" you would need to put 5000 minimum for this account.0
