Thanks for all that information - my partner is actually very aware of all this as he is a lawyer! He gave a lot of this information to Tesco with references but they still maintained that there was a random law that meant they must ID everyone present at the time of purchase if they suspected they were under 18. When we explained that this would include parents with children buying their weekly shop they were still adament that it had to be done!

The government publishes all recent legislation on the internet. If you google "Licensing Act 2003" you will find this Act along with any government guidance.
My brother owns a shop selling alcohol. It is not uncommon for kids to be refused alcohol and go outside and ask a complete stranger to buy it on their behalf - in this instance he would refuse to serve the adult.
In the examples most people have quoted, the shops are just being anal.0
