OP,
I would ensure that a risk assessment has also been carried out by the manager, it IS their responsibilty to ensure the general public are in a safe environment - that includes your daughter. Whilst children shouldnt be left to run riot in shops they doesnt mean that the shop can take the attitude of some of the judgemental numpty's here and shrug it off as bad parenting.
