PPI Reclaiming Discussion part 4

1) I already wrote to the bank at the beginning which they rejected my claim and stated that it wasn't missold but did offer £750 as a goodwill gesture
2) I fired off a 2nd letter to RBS to which I recieved no reply
3) I sent off my complaint to the FOS
4) A year and a half later, I get this letter from RBS,
Now the policy numbers are on the letter from the FOS, is this just another delaying tatic by my bank and if so, what should I do? They are seriously starting to get on my wick now
Reposting again as I am looking for a definitive answer form someone who may have had this problem as well
