Can you claim Children's Tax Credit from 2002/3?

Don't wanna put a dampener on you all but my sister has found out she is entitled to the double amount as one of her children was born 2002/2003 so she was looking forward to her big fat cheque... only to be informed that this was not how it was gonna work... the tax office are just going to readjust her tax allowance for the coming financial year (ie allow her approx £1000 extra before taxing her). So no cheque, no holiday she was planning... just a temporary readjustment of her tax allowance from this april. Bummer.0

IF YOU JUST ADDRESS IT WITH 11CTC WHICH IS THE NAME OF THE FORM TO DOWNLOAD OFF THEIR SITE, THEN AT LEAST THEY WILL KNOW STRAIGHT AWAY WHERE THE FORM NEEDS TO GO??
I HAND DELIVERED MINE INTO THE LOCAL TAX OFFICE BUILDING, AND A SECURITY MAN PROMISED TO DELIVER IT, I HOPE HE DOES???The form says to post to your local tax office, as the deadline is fast approaching, does anyone know if there is a particular dept it should be addressed to i.e. tax credits dept? (I only ask as the main tax credits office is in Preston and this is not my local tax office). I think I will also send recorded delivery to make sure it arrives before 31st.0 -
http://www.hmrc.gov.uk/forms/11ctc.pdfAnyone else really confused by this.
I am eligable (son born during that time, was working etc) but I have no idea which form it is I need to download and fill in. I checked the website but am not sure I have got the right form.
Why is it only 1 year we can claim for? Anybody know?
I have no idea what my tax code was at the time but I did get tax credits.
Has anybody got a link to the actual form please?
thanks0 -

Has anyone else noticed that the boxes for your address and National Insurance number are missing from the top of the form? Guess that's pretty important info when you fill the form in.0

I spoke to a lady at HMRC who said all that is missing is your Name, Address and NI number, she told me just to write these in the space clearly.2014 Challenge...

I sent in my form yesterday, and am wondering wether this will be payed via a cheque, or adjusted in your tax code? I was the higher earner for the year in question, however now my partner works full time and I only work part time, and as such, earn below the tax threshold and so pay no tax. Therefore would I recieve a cheque as I am the one making the claim, or would they adjust my husbands tax code?0
