I have asked them to take me to court so that an independent forum can decide on what is right. They refuse.
I understood the CSA go to a magistrates court and applies for a liability order to enforce the debt, not really a fair trial as such, just a rubberstamp proceeding. I think Section 34(ish) of the Child Support Act prevents the defendant from defending the grounds at which the debt arises and the outcome of the proceeding is determined before the defendant has even been summonsed to appear before the court. (Google - Kangaroo Court)
I learn from this forum that I ask the CSA for an appeal, then contact MP then go from there. Is this appeal actually a legit independant forum (subject of my next thread - getting ready for the appeal) or just a closed-doors thing run by the CSA?The CSA is unjust, oppressive and discriminates men. Not always so. If you are well prepared and stand your ground there are instances where the LO will not be awarded.0 -

I thought they needed a court order but apparently they don't, the Secretary of State has devolved powers to issue a DEO and that is what has happened in my case.
I am going through my MP but it is going to be a drawn out process and in the meantime they raid my wages each month. I have no problem paying what I owe but these made up arrears is the final straw.

The CSA don't need a court order to collect via a DEO. As has been stated many times, on CS1 you have to be left with your protected income, anything else can be taken to cover arrears. As you keep saying that they are taking 52% of your income, you must be earning more than you are saying to be left with your protected income0
