Just ask the postmaster for a certificate of posting and Section 7 of the Interpretation Act does the rest. If the CSA decides to lie and say they never got your letter, then they have a bigger problem than they started with.

Maybe not necessary in your case.
I would suggest that it is necessary in most cases as it is absoloute proof of delivery especially if documentation is involved. It proves that the piece of post has not been lost.
