    I dont know if you will see this, as it seems too have posted elsewhere ?
    Your first port of call is her employer because they MUST have given this company duristriction of the their land to operate.
    If this went to court and your daughter has proof she paid for a pass etc it would be in your favour.Her employer gets a cut from these so called fines.Type in UKCPS in Google and look at the links "me v UKCPS and private ticket from UKCPS.
    These will show you how they operate etc.

    These companies have a Licence to print money and hardly any government rules to save us from them. I have had dealings with one of these 2yrs ago. UKCPS.
    They have just recently set up one of their "sting" operations down our leafy back street.
    They have to be requested by somebody to come on to the land as in this case BT have sublet to a yet unknown company who have set UKCPS on to monitor thier land. However they have started ticketing on 2 "unmarked" spaces on our back street near to their EMPTY car park. An operator in unmarked car sits in hiding, waits for folk to leave cars in these spaces. They then run over,stick ticket on and leave like complete cowards they do not like to be confronted.
    They are not in any uniform, arrive in private cars, probably NOT insured for business use, usually park in an illegal way themselves and work on the average person paying up or contacting them.
    I have an ongoing battle about our situation now which I have local MPs involved with to get FULL clarification on just what area of our road they can use for this entrapment. ie. if they do own the 2 spaces involved, then we want them to double line them.
    So beware Headingley fans, park on Shire Oak St very carefully this season as some spaces are no longer safe.
    Anyone else that has been done on this street contact your Headingley MP and don not pay or contact UKCPS

    Yes, they are. They are NOT issuing you with fines. Just invoices that are unlikely to be enforceable.
  • Hi Guys, thank you for maintaining this excellent most insightful thread. I wonder if someone could help me (I have spent endless hours getting no where!) - I received a PCN from this private company, Central Ticketing based in Birmingham, for parking for 10 minutes in a no-parking private area in Stirling in Scotland (owned by some shopping stores) - I had been parking in that area for ages but suddenly they put these no parking signs up at certain places in Jan this year and I failed to see them. Anyway, my BIGGEST mistake, in following Martin's original advice at the time (I hadn;t unfortunately got to this more insighftul thread until today!), was that I appealed on grounds that I was loading/unloading at one of the stores. Unfortunately, as expected, these cowboys replied last week (after THREE months from the date of my appeal) saying my appeal is unsuccessful and if I dont pay the reduced £60 fine within ten days (i.e. by tomorrow!), they will pass my case to so called 'debt recovery agents' which will increase fine to £135 + further admin costs! (and also court action MAY be taken). I am now in a dilemma: one thought is to tell them I am simply NOT paying as they have breached their side of the contract by not replying to my appeal within 28 working days (as stated on their 'penalty notice' and also on their website, thereby breaching the code of conduct of the British Parking Association, of which the company is a member). Alternatively, should I just ignore this (and ALL future letters), even though they now have proof of my acceptance of liability since I have already unsuccessfully appealed to them (I agree with you guys here and wish I had read this thread EARLIER - that once you appeal, you accept liability and are ONLY then likely to be taken to court, and never otherwise!). Any advice would be most appreciated indeed! (to help me get out of my misery!). If the risk of my being taken to court is high now (as I expect), please advise and I shall pay the reduced penalty by tomorrow rather than wasting a lot more time and potentially money! - a big thank you to you guys in advance for any help!

    based on your current abilities - no chance whatsoever. Possible chances otherwise though.

    Have you read the opening post in this thread - it explains the subject being discussed - an article by MSE and private tickets. Absolutely nothing to do with your situation - and you won't get any answers sticking it in amongst unrelated others.

    If you never contact them at all, the chances of being taken to court are about the same as winning the lottery with one ticket.

    As you've contacted them, the chances of being taken to court have now doubled - ie, about the same as winning the lottery having bought two tickets.

    Do not communicate with them any further. Their "debt recovery agency" is someone at the next desk in the portakabin, and has no more powers than you or me.

    I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.

    Amirhuss - Just keep ignoring them. It is highly unlikely they will do more than send you some more threatening letters. File them though, just in case, as they are normally evidence enough of misconduct.

    Don't worry about Central Ticketing, their scam is just the same. Ignore all and everything they send you.

    Expect a few letters from CCS Collect, a debt collection agency (probably the next desk in the Central Ticketing portakabin)

    A couple of weeks after that you'll get a scary letter on yellow paper, masquerading as a lawyers letters with an impressive sounding company called "Charles Howard and Partners". Take a look at the small print at the bottom which will read "Charles Howard and Partners is a trading style of CCS Collect".


    There is no appeals process. They will never agree to cancel the "parking charge" It's very important to know that it's not a fine, it's an invoice. No different from me "fining" you for replying to your post.

    I'm sitting with 20+ tickets from Central Ticketing and each one, and the subsequent letters, gets filed away in my junk drawer at home.

    Please, don't worry about it and just ignore everything in the future.
  • I have only just seen all the news about parking fines but I received a parking ticket in January and obviously paid it. Do you think I have any chance of getting my £60 back now?
