A pipe is about 5/6mm diameter and open to the elements, no matter what you do to the bottle/jets etc they will block (freeze) in cold weather. You just need more screenwash and less water. Meths will not do the vision through the screen any good, it just leaves a residue which defeats the object of using a screenwash!

My xantia had heated washer jets

and dont try to use the screenwash whilst the car is moving....especially while your engine is cold...when the temps is cold/freezing...it will just freeze on the screen due to the "windchill" factor...yes even if youve got a strong solution.......0
