There also used to be an option to dispute P+P in paypal but they do not get involved in the dispute
If the link is still available in the resolution centre, (do not file significantly not as described) any refund will be voluntary, you cannot escalate the dispute, but it may tip the balance and the seller may just refund0 -
If you are not happy with postal charges you shouldn't bid on an item. I don't think it's fair to leave a negative if the postal charges were clearly stated in the ad.
P & P charges include postage and packaging costs and the time involved packing and posting the goods. Paypal also take a cut of the money. When deciding whether to purchase you should consider the total price.
There is no ebay rule stating that sellers have to combine postage - you should always check before you bid. Also these days it can be cheaper to post items seperately rather than together.0 -

I won one iten form this ebayer. After winning I saw another item they were selling ending in a few mintues so bid on it. There wasn't time to contact the bidder before bidding. I contacted them straight away to explain and ask about combining the postage. They refused. But if they refused they should of sent the items spearatly which they did not. I'm not bothered the how much i was charged i'm bothered about the cheek someone has refuse combined postage and then send them together anyway.0
