    My advice, in keeping with many on this & other forums (eg Pepipoo & CAG), is to completely ignore them & others like them. Don't be tempted to respond in any way, & certainly don't part with your hard-earned cash to a bunch of chancers who have no more credibility & legitimacy than foreign lottery & Nigerian 419 scammers.

    Don't just take my word for it, take some time to research the experiences & advice of many on the forums & you will soon see you are far from unique & alone in your predicament.
    Accept & trust that advice.

    Hold your nerve, it's a SCAM, pure & simple.

    Let's make it absolutely clear here folks. There is a huge amount of cash sloshing around in PPC world - so much so that it simply isn't worthwhile bothering with court (for some of the slightly better organised companies) because that might just kill the golden goose.

    Cash is the issue not legality or "ensuring our clients have free use of their property" and if you think otherwise then you are in need of a serious reality check.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    Past, present & future recipients of junk mail from Civil Enforcement Ltd may wonder about that puzzling 'NW9' postmark on the envelope & be interested to know exactly where the rubbish originates from.

    Well here's the address GW doesn't want you to know about & is the nerve-centre of his diverse business empire:-

    Incidentally, this is also the address to which mail is forwarded from the 'Horton House, Liverpool', mail-drop & prior to that from the Nottingham mail-drop addresses.
  • Just want to thank all you chaps/chapesses on here for this golden information. Not only do you give all this important advice freely and unambiguously, but you do it in such a confident and faith-installing way.

    I've just received my first contact letter from Newlyn after about 3 letters from CEL itself. It's still quite a nervous shock whenever I receive new correspondance from this ring of crooks, but after about 10 minutes reading these wonderful forum threads I am calm again. My father is not as convinced as I am, and keeps forcefully advising me to pay up.

    This doesn't help my confidence in keeping quiet but I am yet to hear of a case where keeping quiet and giving them nothing has failed.

    Just want to encourage the OP and everyone else to do the same if they are not already doing so. I am about 3 months into this ordeal so am expecting more intimidation, but how many letters have those with previous experience received in total? How much more contact should I expect from Newlyn before things get interesting? As above, I have not contacted them or acknowledged their correspondance in any way, neither do I intend to.

    Hi Chris, welcome to MSE!

    Like many on here I have ignored a private parking ticket and it wasn't that scary (about 4 letters in my case and I didn't read them once I saw they matched the expected format).

    I don't think we have an example letter-chain from CEL yet, maybe you could be the chap to provide the scans when all this is over? I am not sure if CEL use just Newlyn or also send a 'Solicitors letter', maybe someone else can advise for sure?

    If the next letter comes from 'Graham White Solicitors' then it's a well-trodden path of letters and the odd phone call, then that's it. Examples of Graham White letters are in the link above, also examples of debt collector letters similar to your Newlyn one.

    There are recent threads advising what fun can be had with their final desperate attempts to extort money from you by phoning you (if they even bother). It would also signal you are near the end of the scam, by all accounts, but most just use letters which fizzle out like a wet firework.

    Keep the faith. Ignore.

  • As with so many other posters I received one of CEL's "PCN" notices in the post last November. My wife had been in the Rivergate Shopping Centre in Irvine, Scotland. Concerned and shocked that the so called "free parking" there had become a tad expensive, I jumped online and found the floods of advice out there about Civil Enforcement Ltd from all you good MSE's.

    I have studiously ignored, the first letter, the subsequent second and this week received the "Debt Collectors" one from Newlyn PLC. Because I had been through the forums previously, I knew what it was as soon as I saw the name on the envelope. I have taken great heart from the advice here on MSE and they can go and take a running jump! :mad:

    I will happily provide scans of my letter chain to date if it would help.
