I don't think this possibility has been raised so far, but apologies if it has.
It seems to me that this appalling situation is a heaven-sent gift to all the e-Scammers out there who see a possible way of making some easy money out of the confusion.
Could it be that the administrators, ING and KE reps have been receiving not just legitimate claims, but also lots of bogus claims as well. This might explain why the processes have been slowed down, whilst each claim is more carefully examined for authenticity? Just a thought.

CHAPS fees returned 27.10.08
