The Council I work for does not concur to the open lid rule but if it did then its the binmen following guidelines. Its not their fault. You could argue "it was only open an inch" but in fairness its either open or its closed.I had always been happy with my bin collection,until one day,someone put an empty gallon glue container in my bin when it was on the street (one of my neighbours i guess and probably accidentally).It caused the bin to emain open by about3 inches.
For this they did not empty my bin.So it did not get emptied for a month.My local councillor contacted the council-but they still did not empty it.0 -

Hopefully you don't work for a council which insists the bin lids are firmly closed, - how pathetic is that? And if you do, hopefully you ignore this stupid rule.0 -

On a daily basis, a binman deals with a multitude of types of people with differing levels of intelligence. If your neighbours bin was allowed to be 3 inches open and it was emptied then you would have a valid argument to have your own bin emptied even though your own bin lid is vertical. Not everybody has the common sense to be able to tell the difference. The rules have to be in Black and White so as to minimise even the slightest confusion.My councillor also said they were one of the most militant departments.

Of course I'm serious. One objective in a refuse department is to reduce waste (we are running out of landfill areas) All councils now are promoting recycling. If this is done properly then there should be no need to overflow your bin to any degree.0
