Apparently for 21 days......
That is something different, that is the time limit under the new rules for new sellers or those sellers selling in high risk categories like laptops and phones. In those cases, and certain others at random, paypal hold funds without the buyer making any complaint. The funds are then released automatically as soon as the seller either gets positive feedback for the goods or 21 days had passed whichever was the longest. If this seller had been subject to those new rules for being a new seller (and I have never found the auction id to check) then the positive feedbacks he has been getting before refunding would have released a lot of the funds being held.
Normally funds would be available immediately to withdraw by the seller, but possible to be recalled up to about 3 working days from transfer as it takes a while to clear to a UK bank. The thing here is that seller may have withdrawn enough of his funds in the early days to have made a good profit leaving insufficient funds now available to pay out the claims for people who bought with only £150 worth of protection showing.

how to open a full chargeback?
Have you formally started any of the process yet with paypal?
If not then long into your paypal and into resolution centre (a tab at the top) follow the instructions from there but make sure you escalate immediately to a full claim for item not received. make sure it shows as a full chargeback claim for itme not received.

I have escalated to claims already and this is what is says:
Status
This item not received dispute has been escalated to a claim.
We requested additional information from the seller about this transaction.
There is no mention about full chargeback - have I done something wrong?

That sounds right, the seller now has to prove delivery or give you a refund to cancel the claim. i bought direct through paypal as the auction had closed. (What a fool am i to trust the man who emailed me back so quickly to tell me not to worry about the austion being over as he still had some left! if only had had given up when I had senn the auction had finished!) So does this mean I have no protection?No Unapproved or Personal links in signatures please - FT30

This man is utterly despicable,preying on women at their most vunerable,most being pregnant im sure........what a real man,his family must be so proud of him! I have one word for him if he is watching this thread (and im sure he is as he is bound to have found it!) KARMA!
On another note.....can we start a pramaholics anonymous thread :cool: please please! It would be moneysaving because im finding it hard to fund my addiction these days and im far from cured
