HMO = is that a house in multiple occupation? I'm not sure if it is or not, the LL seems to know that there is more than one person living there, but I'm not sure if he knows about the multiple 'occasional' visitors! It's a small terrace, 2 bedrooms, if that helps.
Which department would I have to go to in order to see if they have licensing requirements for private LL's?
If it’s a small terraced house over two floors then its not going to require licensing as an HMO . For those properties that are, just for reference, Councils have to keep a register of such properties which is open to the public, for example: http://www.birmingham.gov.uk/GenerateContent?CONTENT_ITEM_ID=96024&CONTENT_ITEM_TYPE=0&MENU_ID=14204
However, some Councils also run LL accreditation/registration schemes (as opposed to the property being registered), particularly when those LLs have tenants who are in receipt or HB/LHA.
As I mentioned before it may be that the Council can pursue the LL over the general condition of the property, or overcrowding, alongside the “working girls” issues. Have a look at the HHSRS rules: http://www.communities.gov.uk/documents/housing/pdf/150940.pdf0 -
Sagaris good luck, glad your standing up for yourself and I just wanted to say I find it disgusting that the LL is 'busy' and 'going into hospital' when its a problem with a rented house but obviously has no problems getting to his race relations meetings so the police and community officers are on his side - I would ask LL where his next meeting is so you can go along and advise people there just how bothered he is about neighbours and neighbourhoods.

Phoned the landlord who was very 'laid back' about the whole situation - 'I'm working in the Post Office now, I can't talk to you, ring me later' - then I pointed out Monday night's events and the fact that yesterday I'd contacted the police, the council, the local councillor and the MP was next on my list. Oh, and that as he was aware they were working out of the house as prostitutes, that meant he was living off immoral earnings - and could be prosecuted for it, and heavily! (Thanks to everyone for their input on that and giving me the ammunition to do it!)

I doubt it - I've never seen him visit them - and he is a 'respectable' chairman of the local Asian businessman's group or whatever they call it!
Shame you don't know anyone in that community to inform them of what he allows his properties to be used for.I'm not cynical I'm realistic
