Sainsburys Bank Chops ISA Rates

What exactly is the TER on a Fund of Funds?
Imagine this: Fund of Funds X has a total expense ratio of 1.4% which is just about reasonable. However, it is made up of funds A, B and C with a TER of 2.6%. Would the fund of funds pay this TER on its investments bringing the total (hidden) TER to 1.4 + 2.6 = 4% which is not very reasonable?
