What does this mean? Is there an actual "register" of people who are disabled? If so, who holds/maintains the register, and how does someone get listed on it?

OH got renewal form, we filled it in then 2wks later got a phone call. it had been accepted and to pay £10 by either debit or credit card there and then..no cheque or going to county hall to pay. Will this be the norm now?
