I will start from the offset and apologise if I come across dumb having read the thread for newbies to READ FIRST and still post, but really I am not, I am just in the throws of being shocked to have received a PCN and my head is spinning as I try to consolidate all info on previous threads

So I just want some kind experienced soul to offer some guidance. Secondly appologies for the waffling as I try to recount the facts.

The week before Christmas I hurriedly rushed out from home with my 14year old son, but forgetting my bag with mobile/purse, to pick my mother up and drop her off at Liverpool airport. I very rarely fly and so rarely visit this airport. However, my mother had received a ticket for a flight from Liverpool airport, paid for by my sister for her to visit my sister in Jersey ( the first trip since my father died suddenly from cancer).

I pulled off Speke Boulevard and not being local, was suddenly presented with a signs that had changed since my last visit and I was trying to make sense of where I should now go for the 20min free pick up /drop off, without being pomped at for switching lanes or slowing down to be even able to read the signs properly. So I turned right at roundabout you used to turn left at and was presented by signs to hire car return but at that point no pick up /drop off sign. To the right was a barriered car park but I could not yet see where the entrance was and as the last thing I wanted was to enter a car park I would have to pay on leaving, I made the now unfortunate decision to reverse into a very wide entrance to a place on my left to take stock.

On doing so I noticed a small white van that I took for being a car park attendant,so I jumped out of the car and ran over to him for advice. I must admit he was reluctant to lower his window, when I gesticulated for help he finally did and I told him I was trying to find the 20min free drop off/pick up area and was there a bus to take my mother from here to the airport entrance. His response was a sullen brief 'yes there is bus'. As I got the distinct feeling he did not want to be bothered by me, and my engine was still running, I put his unhelpful response down to me presuming he was Eastern European by his accent (the very few words uttered were mumbled!) and that I did not have the time to try getting anything further out of him.

I ran back to my car finding my mother had decided to get out. Now my car is very high off the ground for her and I did not have the heart to say get back in and I will get you you back out once again when I find the relevant place ( she had her 2nd knee op mid way through the year and struggles with getting in and out of my particular car). So we made the stupid split second decision for her to walk the distance from this point to where we knew the entrance to be. I took her wheeled suitcase out of the boot and from the notice this is when the same previously mentioned 'car park attendant ' took the second of three photographs! The first being when I was making the split second decision with my mother (well as the time between photographs show it was actually 12 secs). The third photograph is a close up of my number plate bit on the first two my door is clearly left wide open, showing how brief the stopping was intended to be!

My blood boils that the man I actually stopped and got out of the car to ask for help to, was the one who went onto take photographs of me. I find it underhand.

Now the letter date of issue states 22/12/15 and thus means it has been stuck in holiday back log at Royal Mail and so only able to act on it today, I also have until tomorrow to pay the £60 afterwhich it goes upto £100, so hence the reason for my hysteria.
If anyone would be so kind as to offer advice thus restoring my faith in humanity, I would be so grateful. Thank you

    The scammers that infest some of the smaller airports are in cahoots with said airports as its is a (allegedly) mutual financial arrangement ....

    Go back two years and you would have won this at a POPLA appeal ..... however in the world of PPC's they created another trade body (the IPC) that have a (again allegedly) kangaroo court :eek: (the IAS) The IAS seem to treat appeals as a lottery 80%+ loose irrespective of the evidence.......

    you therefore can, after reading the below, do the first appeal (a new template appeal for the IPC is imminent) ,and then ignore .... or do the appeals as a paper trail.

    VCS did try out their first small claims court case over such ....and as predict that they pulled out before the trial ..... . They did not dare try placing this before a real judge! and have not yet tried again ..... I wounder why ?

    so after a good read through the above and a re read of the newbies thread ..... you should know to do the first appeal .... and then upon refection decide on a second appeal or ignore from there on wards ... except real court papers ...


    oh and pleas try and space out your text as big blocks with no formatting is hard to read ... and some may ignore such

    First thing you can do is to go back to your post and edit it so that it comes across in paragraphs. As it is, it's very hard to read in its current form.

    When you've done that, you will hopefully have more people read it, as many get put off by an unreadable big lump of text. This might sound strange, but trust me, it's true!

    Then, do a search in this forum for "Liverpool Airport" - that will give you a good handle on the issues.

    Take your time to digest and understand.

    also bear in mind this sc@m has been on ripoff britain and watchdog last year and is well known, so much so you can read all about it in parking pranksters blogs on his blogsite !

    you will also find dozens of similar threads about JLA if you put JLA or LIVERPOOL or AIRPORT into the forum search box

    its a honeytrap that you fell for, so all you can now do is dont admit to being the driver , amend post #1 to add paragraphs and remove any hint of who was driving, appeal it using the appeal in the NEWBIES sticky thread, this will be rejected , they may well offer the IAS which is a kangaroo court, this will also be rejected as well

    then you have 6 years of harassment where they will threaten armageddon and damnation !

    the simple version is a rule was broken, they issued an invoice and have 6 years to pursue the driver through the courts, under the Small Claims Court, after that its statute barred

    sadly, these cases happen daily at these airports, you arent the first and wont be the last, plus if it went to court a judge may well sympathise and throw it out (but its unlikely to go to court as they wont want the sc@m exposing in court)

    it is what it is, so its either pay or front it out for 6 years, thats all we can telll you, the facts, its your choice now as to what to do (if anything at all)

    so do the research and try to understand the sc@m , complain to your MP, sign the petition on the government website

    And now ignore it, having read the NEWBIES thread about IPC firms and not bothering with the IAS. You do not have a deadline to pay them because you won't be paying them.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    you will find no one here who will advice such action ......

    so my .... and if I may be so bold the rest of the forum's advice is to forget the discount and do the appeal as outlined in the newbies thread ....

    I am glad you edited your first post :)

    you will still be in a state of anger / frustration .... and much more at the actions of the scamsters you have had the misfortune to encounter .... and you have still got a lot to learn ........

    for instance please edit your name in the last post ..... yes I know I sign Ralph:cool: ..... but is that my name ?

    and

    I am not currently in the grips of any of the nasty PPC's .........

    as mentioned above the scam was a topic for ripoff Britain I should know I was on ;) That was before the villains moved to the land of the kangaroo courts .........

    I received much help from this form, and I beat them with this forums help, so ..... decided to stay and help others .......


    VCS have yet to bring a court case before a real judge ..... we can not give guaranties that they never will because in this murky world of private parking the PPC's keeps shifting it boundaries ....

    stay strong read up and do the first appeal

    then after reading decide on what further path you decide to take

    Yes a lot to learn indeed ! Having to deal with such a matter has topped off a 'positively brilliant' Christmas of flooding since Boxing Day ( no too much info there I hope!) so your help is invaluable. Regards

    Welcome to the Not so exclusive John Lennon Airport parking scam, of which i'm a 'not' fully paid up member ! My 'misdemeanor' was in the exact position as yourself ( entry to i-parking ?). There is actually a sign for Drop off 2, but its under the same sign for the Hire car returns and is in a lot smaller font, so you'd never notice it.

    Don't worry, you can appeal to VCS, but they WILL reject it. Nothing to worry about - happens to everyone. They will then ask you to either pay up or further appeal to their governing body - the IAS. That's up to you, but don't expect to win. In 2014, 86 drivers appealed to them, only 1 was successful !! Next you will receive debt recovery letters x 2 from ZZPS and finally a couple more 'begging' letters from a Solicitors called Wright Hassle. And that's about it really. Whatever you do - don't pay, you did nothing wrong, you asked for advice from an employee who could quite easily have prevented these circumstances from happening, by helping you and minimising any loss incurred by his employer.
    In their eyes you owed them money as soon as you stopped. It has nothing to do with your Mother getting out of the vehicle, as the deed was already complete !
    As advised, read the newbie threads and do some searching on here for JLA and it should put your mind at ease.
