Not much they can do either - see "OBJECTING TO WEBSITE CONTENT" here https://www.nominet.uk/resources/complaints/

Maybe you should also read the info in that link
DOMAIN NAMES USED IN CONNECTION WITH CRIMINAL ACTIVITY

At this current time we do not have the authority to delete or suspend a .UK domain name except where specified in our registration terms and conditions. This agreement does expressly prohibit any .UK domains being used for any unlawful purpose. If you believe that you have discovered a .UK domain that is being used for an unlawful purpose, we recommend that you follow one of these steps:

Contact the registrar associated with the domain. You can find the registrar for .UK domains by performing a WHOIS search.
Contact the police. If you believe that the activities on the domain are so serious that it is urgent to get it shut down, you should contact the police. We can suspend a domain name when alerted to its use for criminal activity by the police or other law enforcement agencies. You should report the domain to Action Fraud, the UK’s national fraud and internet crime reporting centre at http://www.actionfraud.police.uk/. You may at the same time consider whether to inform the domain name holder that you have contacted the police.
Interim court order. If it is very urgent to get the domain name shut down, it is possible to get an interim court order. This is a legal action which is used to avoid damages or inconvenience until a legally binding court decision is made, something that usually takes a long time. If the website is operating illegally, we strongly recommend that you contact the police in these cases too.

the registrar of the domain is

I know who to speak too at Nominet as been a Nominet member for 30 years and they have revoked domains used in scam sites.
30 years?! So since 1987, several years before the modern public internet began?! https://en.wikipedia.org/wiki/History_of_the_Internet

    Nominet wasn't formed until 1996.

Matercard and Visa would never take the hit, that would be the bank
The point is that the Bank won't take the hit and are under no legal obligation to do so. So a Chargeback does not offer the same protection as Section 25.
what MC and Visa can do is if a certain payment provider ( lets say Paypal) get so many chargebacks etc, they could revoke that provider from offering their services, so would mean Paypal could no longer take any payments from Visa or Mastercards, which for a payment provider will be the end of them.
All of which is no help whatever to the OP in getting his money back and won't stop similar sites popping up, likely run by the same culprits..

How do you know the bank would take a hit, until the OP speaks to the bank no one will know. it is FRAUD and a scam site, which is clear.

Technically at the moment they have no proof of fraud or scam. They've received a pair of shoes but they're the wrong shoes. At best they are looking at what on eBay would be described as Significantly Not As Described. The retailer needs to be given a chance to rectify their "mistake".

Of course we all know they probably won't but this is what card provider could say.

but like Paypal and ebay, the seller will only be given so long to rectify the situation, if they fail then a chargeback can be started.

so to OP, nothing wrong with asking bank on how to proceed

That's fine but even when they approach the bank the reason they will have to give is they received the wrong item and the seller has stopped communicating. There is no definite evidence of scam or fraud at this point, despite what we all suspect.

UNLESS...the OP has received a known brand and can prove they are fake, which will likely require the brand having a look and stating that they are fake (or not).

At the moment there is a lot of assumption and hearsay.

OP, what did you order and what did you receive?

they look at the source also if you suspect fraud ( part of bank fraud dept remit) to stop more of their customers becoming victims.
