Even Council PCNs, and police FPNs come to that, are merely 'offers'.
Look up 'Notice' in a proper legal dictionary.

Interestingly, council PCNs. and police FPNs, contain Offer, Acceptance and Contract.

Even this site calls them tickets http://www.moneysavingexpert.com/reclaim/private-parking-tickets

Under contract law, private firms can give you a ticket, clamp you or remove your vehicle when you break, in their eyes, a contract formed between yourself and the landowner to allow you to park on their property.

So now anyone who says otherwise is a proven liar.

I would strongly suggest that you refer to the very well known case law.
It is a dangerous thing to call senior judges 'proven liars'.

I think the "in their eyes" negates the contract law issue as it is reffering to an unfounded opinion. i was refering to the use of the unoficial term "ticket" being wrong for a PCN whether it is unenforceable is another issue.
Maybe I should have punctuated my post better.

    Parking Charge notice

    Penalty charge notice

Potential con-job notice, any bit of paper in a pouch they stick on your screen or under a window a kid on parking fine.

  • I was shopping in Asda this morning only to come back to the car to find a parking ticket, from a private company ! The ticket is because i didnt pay in the pay and display but with two screaming children and no change I foolishly decided to just go shopping! I usually go to Morrisons which is free to park, but thought no I will try Asda for a change never again ! Do i pay the fine of £30 as after ten days it goes to £60 and then if that is not paid they will take further action ?

Pay them nothing and never talk to them. It's not a fine though it's an invoice for a contract you never agreed to.
