Find the landowner and ask them to get PCM to refund this, if they refuse your last resort would be issuing a claim against them and PCM. But this would have to be in your son's name.

Do you want that hassle though ? You are losing sleep in the way they have done this, I know you feel violated in dealing with them and what they have done. But a small claim is an entire different level.

You could put this down as experience and do everything but a claim to get this refunded. And learn from it, never speak to these people, appeal and keep everything in writing, if they find a number for you, hang up immediately. Never admit anything.

Yes - we were sorting appeal to POPLA at that moment.

Then be sure to use one of our template ones, do not mention having paid and flash it up before sending it in.

But as said above, I fear that horse has bolted although it should cost the PPC £27.

Don't know what happens if they simply write in "Motorist has paid" though.

Where do I find the template ?

Look at post 3 on this thread: https://forums.moneysavingexpert.com/discussion/4816822

You mention you have a strong appeal, just remember that POPLA cannot and will not look at any form of mitigation.

There is always a line in a successful POPLA appeal decision which orders the PPC not to just cancel the ticket but to repay any money paid. Hopefully the PPC will do this.
  • Hoping to speak to POPLA later to verify if appeal still available.

Just to confirm - appeal reasons are very solid and nothing to do with mitigation. ( the particular mitigating circumstances just happen to make it particularly more hurtful and upsetting)

    Interesting if correct.

    Thanks

Don't bother speaking to popla about this, just send an appeal. I know you are saying it's not on mitigation but to get wins at popla you need the pre estimate of loss, and no authorisation or contract to guarantee a win. If you haven't added them do so. I suggest also placing your text up so we can run it through.

But I do think you are on a hiding to nothing with popla, they have said they will not accept appeals by people who have paid.

Why do you think POPLA wouldn't be available? What date was the appeal rejected by the private parking company?

Because they have specifically said they won't accept them by people who have paid
