It's a scam. Ignore everything they send and do not contact them again. When you have a full set of their fraudulent paperwork you might consider scanning and posting them in this thread as I don't think we have any from Premier yet.

Hello Folks.
I'm new to this, and have found the site courtesy of a friend, and the receipt of a private £60 parking charge. Hope someone can help...
As stated, I recently received a parking charge notice for parking in a disabled bay, but failing to display my blue badge. I'm a (recent) bi-lateral amputee, and have just returned to driving after a long absense.
I parked my car in a disabled bay - and simply forgot to display my badge. My car is a mobility vehicle, clearly has 'disabled' written on the excise license and fairly obvious hand controls.
Foolishly, I paid the penalty the next day and submitted an appeal with mitigating circumstances.
The company, using a somewhat misleading name (UKCPS) replied, stating that the charge stands, but inviting me to subscribe to a company called 'Mobilise'. They're offering to pay the annual £44 subscription, and refund me the remaining £16.
Mobilise apparently issues newsletters, promotes mobility for the disabled and, ironically, helps challenge unfair parking charges.
I'm on the verge of challenging the 'fine' again, accepting their invitation to join Mobilise, but threaten further action through the small claims court.
I just think the amount of £60 is extortionate, and had the attendant seen me, he could clearly see that I'm disabled (I have no legs, and am in a wheelchair).
Funnily enough, I have been a Police Officer for 24 years and accept that were this on a public highway, it would be what we call an 'absolute offence'. I have though, on more times than I care to remember, exercised a little discretion when the 'offence' was obviously a simple error.
What should I do? Accept Mobilise deal and the £16 refund and be done with it, or do this AND threaten them with court?

As a former police officer and a blue badge holder are you not aware that the Blue Badge scheme does not apply to private car parks ?0

My incident was a private carpark (B&Q), and the request for a blue badge to be displayed (as per their contract). Notices requesting same were clearly displayed.
'Ive only had the badge less less than a year. When you say it doesn't apply, what exactly do you mean. I want to go for the jugular with this firm, but want to have all my facts right. Thanks0 -

It means the blue badge scheme is not applicable in private car parks.
It does not apply.

As explained in the paperwork that came with your blue badge, and here , under "where the scheme does not apply".
You have been discriminated against, the DDA requires stores like B&Q to provide spaces for all disabled people not just blue badge holders. Complain to B&Q and copy it to the local paper.
Might be worth complaining to Mobilise as well, they are in partnership with scamsters.0 -
