Thank you to everyone who's made a suggestion.
I shall have to ring Netgear in the morning. But they talk to me as though I've never seen a computer before, and can never tell me why the problem occurs. I want to know why, so I can deal with it myself.
command prompt:
ipconfig /release
ipconfig /renew
ipconfig > c:/ipconfig.txt
copy/paste ipconfig.txt to pastebin.com:idea:0 -

Try going into the properties in the Control Panel > Network Connections page, and check 'Allow Windows to manage this connection'. I've had similar with a neighbours ADSL setup, and found that the MS software was conflicting with the Netgear software. Only way around it was to do this, and once it worked, you can use msconfig to ensure that the Netgear software doesn't load at startup. Solved their problem.0

The problem is down to confused procedures before any use of the ipconfig /renew command it is wise to use just "ipconfig" after a reboot to see if a connection has been established with the dhcp server(in this case the router).
Using the renew command is a waste of time if the first test is negative.
Using homeplugs any software is not essential or required for connection it is only to set up security which in %90 of cases is not necessary at all due to the nature of the technology.
Problem here is if you have set one home plug up with a security key the other now won't communicate with it,,
Never had to undo the security on a homeplug b4 so you will need to read the manual, once you are sure security on that one has been removed post again and let us know state of play

Re DNS servers - I tend to use OpenDNS, but it doesn't sound like this is your problem
Aside from what else has been suggested, could you also try booting the PC up in ubuntu, to see whether you have the same problem? Would give you a hint if the issue is with Windows...could probably dig up a CD to post you, if useful.
Final thought - if it's an unsecured connection, is it possible that your neighbours are using it too and doing something that's causing you problems? Seems unlikely, but sounds like you've tried most things already0 -

Still got Limited or No Connectivity, and ipconfig gives:
Autoconfiguration IP address 169.254.208.7
Subnet mask 255.255.0.0
Default gateway 169.254.208.7

I don't believe I've set up any security on this.
I've moved forward a little:
I wondered if one of the homeplugs was faulty. However, I've plugged it into another socket, found a very long ethernet cable, and now it's got all three lights on (power, ethernet and powerline).
The upstairs PC (the one attached to the router) can now see it. However, there is still no Internet access. I've plugged the ethernet into the LAN port on the PC. And now I'm going to ask a really silly question. Does it need my PC to have a network card in it to work? Perhaps there isn't one! The PC's a good few years old (and it was very cheap), and I've used a USB wireless adapter to connect.
The Advent manual is very basic, with almost no information on troubleshooting.0 -

I don't think it's my neighbours. The connection's so bloody awful without range extenders that they'd be lucky even to see it.0 -

Fair enough re neighboursUbuntu's a version of Linux which you can run off a (bootable) CD - might just be an easy way to check whether the problems are linked to Windows or to something else...
