    Just to clarify,they will atttempt to recover money from the sellers paypal account for free (via chargeback) but if they not able to do that because of seller withdrawing all his money then i dont get anything(unless payment protection was available on listing)?

    If thats the case i wont be dealing with low feedback or poor/dodgy feedback sellers unless i prepared to take the risk of losing my money.

    As for dodgy buyers i always make sure i take all my money out of paypal once it reaches anything over what i dont want to lose.

    That won't help if you want to carry on accepting paypal as your account will stay frozen until you pay up.

    At least it give me the option to decide what i want to do next.

    I,m guessing they are within there right to withdraw all transaction funds of a ebayer who has payed fraudlent say with a stolen credit card?



    I probably could afford to open a new ebay/paypal account right now so holding payment wouldnt bother me but in future i guess i either take the risk of losing money (if i could easily make it back on ebay) or use paypal protection scheme
    ( send to verifed paypal members only) but that would be losing potential customers since alot of ebayers are not verified.

    I would imagine that frausters rarely if ever leave any funds behind in the accounts they use. If the fraud relates to an account hijack, then the account would be owned by the victim of the fraud (who initiated the chargeback), so it would be a dead end in that case also.

    That would not only lose you customers, but it would be a nightmare to implement. Unless I'm missing something, you would be filing NPB complaints left, right and centre, when people don't read your listings properly or don't know that they're not verified.

    Do you mean moving money from your linked bank account? I don't think they have the authority to do this. My understanding is that they would have to persue it through debt collection agencies and eventually the courts.

    Paypal will always involve debt collection agencies, but sometimes they follow up their threats of enforement, and sometimes they don't. We've had instances on here where people have been chased and threatened with a bad credit rating for not clearing their paypal debit balance, yet others have been allowed to walk away from them.

    It's all very strange and not at all consistent.

    Soo has clarified what I meant there, I was referring to buggu's post about just opening new acccounts if there was a problem
  • Last Year, I purchased some clothes from an American auction, who said they would ship to the UK. I got together quite a collection to make the shipping worthwhile, and paid via paypal, this still came to only about £35. I never received this parcel, i complained to the company who said they never received payment, although i had paid via paypal. I duly senta copy of my paypal receipt. I never heard another thing. I complained to Ebay and was told to ring the company, I had checked the feedback and it was good, however by this time the feedback was coming in thick and fast and it was all bad, I was mailed from people from as far away as Australia, they also had been ripped off. At that time I believe the amount which could be claimed back was substantially more than i had paid, so I was left thinking nothing could be done. The company also seemed to have stopped selling on ebay. However 9 months later i happened just to check their shop name again and found they were now trading again. By Now i was mad, at Ebay too, they had lots of neg. feedback and ripped lots off but were allowed to trade again. Paypal had refunded some of the customers too.
    Anyway, I mailed the company and was told that I was not entitled to a refund as they had posted the items, so i asked for a tracking number......this they had conveniently lost. By this time i was really peed off, and was getting mad. I told them I would open another account on Ebay, bid for something, and not pay, and carry on till they did something. This at least got their attention, they reported me to Ebay, so they said.......it was actually an empty threat, but I needed to do something. Anyway after 1 year they actually refunded me my money, minus the shipping. I didnt like to resort to threats, but at least it did the trick, I think they were just getting fed up of me. Anyway the moral of this story is NEVER GIVE UP.

    For future reference always claim back through paypal when goods are not received. There is no minimum claim amount and no admin fees. You have 45 days to start such a chargeback.

    The only way the seller can stop the claim is to prove delivery of the items, not postage.
