Yes, any charges which were 13 pounds or more, Which according to the FSA are not in proportion to the cost's inccured by lenders etc etc.

It shouldn't make much difference. The card is aimed at people with poor and low credit ratings. Whether it was owned by Lloyds Group or Halifax, the chances of acceptance or decline should be near similar.
