It's the 'See what you made me Do' syndrome. He lacks personal responsibility, blames others for his mistakes. Lays the guilt on someone else rather than accept his errors.
He's the Child and Badger-Lady has been cast in role of Parent by him.
BL does not want to be Parent and hence her reluctance to take control and treat him as the Child.
There's no rational way to deal with him unless BL takes on role of Parent and be authoritarian which is completely at odds with her personality and inclination.
IMHO, way forward is to ignore his manipulative crying and simply tell him when it's convenient for him to collect his things and not to bother collecting them until he has 1. the rent he owes and 2. the keys.0 -
