I personally would feel uncomfortable threating a 10 year old, no matter how horrible.
I would have gone to his parents.

considering that the boys parents have not approached me after i have reported him to the police previously for lewd & malicious behaviour towards my disabled daughter, and that he is trying to be malicious towards us because the police were called; it shows a lack of concern by his parents; so whats the point in addressing people who have no control over their children or far worse cant be bothered to put their kids in check!

little rascal (nice term) should be put down IMO.

Have you tried an incident diary or the parish council? My HA are totally crap when it comes to things like this. I feel really trapped-literally-between two sisters of the same "village mafia" family.

You can get one from the county council for your area. Your parish council may be able to help too.
