    Email is trackable as in if he could provide a Delivery Report and / or Read Report, then this prooves that the email was sent and received.
    I personally know someone who has paid £200 for an ipod off ebay, it wasn't until the item arrived the item was actually a CD with links on where to buy one. The links didn't work. When he comlained the seller gave him a £100 refund.

    In this case if you could get an independant report, on headed paper, you could action a chargeback for the full amount, as you can proove you have not received the service you bought.

    Email might be trackable but paypal don't accept it as such. They are quite clear what they consider trackable.

    Again paypal work to their own rules, they decide what is refundable and what isn't and they will ignore any amount of 'proof' if they don't want to read it.

    For one thing, many e-mail servers don't honour delivery report requests, and for another, very few e-mail programs send read reports without asking the user (I always reject them). The only surefire way of proving delivery of an e-mail would be to phone up the recipient's ISP and ask them to provide you with a copy of their logs, but I think in the interests of their privacy policies, they would never do so.
