Yes, with a maximum holding for one month the chance of drawing a blank is 23.5%, so for three months it's 23.5% x 23.5% x 23.5% = 1.29%, or roughly 1 in 78, i.e. hardly conspiracy theory territory....metrobus said:

Well, I'm quite pleased so far. £50,000 holding, first draw March:
March - £75
April - £25
May - £125
So £200 in three months, 0.4%.
Better than a savings account but not as good as investments return which stands at 5% since January. On balance, though, I'd rather leave some cash in PBs as it's a bit of fun and someone has to win the Big One...
