I won £25 this month but never got the "congats you won " email either.

Someone I know rang them with the same and were told it was previous unclaimed prizes being redistributed, you dont get informed of the win but its goes to next in line on the previous months draw.

I'm guessing it is not unclaimed prizes as such, but rather ineligible prizes being redistributed.

This. Unclaimed prizes belong to the owner of the bond that won them until such time as the bond is found to be ineligible. Helps NS&I out in as far as there is a pot of money that they might never have to pay out (if a bondholder has died but NS&I don’t know, or they have long moved away.)
I can’t remember the finer details now but a family member called me once having received some kind of communication from NS&I that they were concerned might be a scam. It certainly wasn’t clear what it was referring to, and I shared their concern that it might not genuinely be from NS&I. I contacted them on X (then Twitter) and the agent suggested to check for unclaimed prizes and to write a letter requesting payment giving the details of the draw and prize. Sure enough when I looked for them on my Prize Checker app, there was an unclaimed prize (it was pre nominated bank accounts so the warrant must have gone missing in the post.)

I wonder if the West Midlands winner of £1000 on a £1 bond / £1 holding, purchased in March 1971, will find out about it and be celebrating?

VERY unlikely. It was the norm in the 60s for aunts/grandparents etc to give PBs as presents as paper certificates. I certainly got my very first Bond that way .
55 years later….unlikely to still be at the same address & probably long lost the paperwork!
