Thanks mousey, I thought that this was an excellent and have looked into it a bit.
However, if you go to this link http://www.tfl.gov.uk/roadusers/congestioncharging/6736.aspx it actually looks like you can get 100% discount if you are a blue badge holder and you can register up to 2 vehicles

oh good - while I was doing the ironing thought of a few more:-
Some councils will give you a grant for modifications you may need (also hinges on if you get IS).
Free Open University courses (again depends on income and you the application is quite involved).
Theatre tickets half price & free carer (again depends on who is running the theatre).
In my area free parking for blue badge holders in council car parks.
Cheaper tickets to Chelsea flower show.
It may be worth registring your disability with your bank - to explain - they gave me the option because some days my handwritting (arthritis) is dreadful - so if I write cheques (I wish) they can look very different from cheques I write on a good day.
I also have a few nervous problems so the bank know not to phone me as some days I'm not too good on the blower.
E-on have a vulnrable customer register - it means (I think) they wont dash round & cut you off - and will prioritise putting you back on if you have a power cut.
Warmfront (again I think you also need IS). But they do a free report on your home and giveadvice where you could make savings - well worth doing - also you get some free engery saving lightbulbs even if you are fully insulated.
I've also found out some London Muesums have limited blue badge parking - You need to pre-book.

You do get a 100% discount but need to pay the £10 admin fee initially. This is a one off payment and doesnt need to be paid annually. We have had ours for 2 yrs now.
