    No. Note the MAY bit. Only a court can get bailiffs involved. To do this you have to be taken to court (very rare) lose (even rarer) and ignore what the judge order (not going to happen is it?). All they can do is to get a set of toothless debt collectors who may masquerade as bailiffs. Just continue to ignore as you are on the last legs of the scam. Remember never to admit who was alleged to have been driving and don't reply to any personal messages unless you know the person well or is a reputable member of the forum.

    What is the issue with this?

    The 'penalty' can only be levied at the driver, not the owner. As PPCs have no idea who you are, they can only get the registered keeper's name from the DVLA. It could have been anyone driving the car, so you can't actually just 'fine' the owner.

    That's why, if ever you get a speeding ticket (which you should pay obviously - appeals, etc. notwithstanding) the first action is to establish who was driving as they'll be addressing the owner of the vehicle, not the driver.

    If you can't establish who was driving (and btw, in the case of speeding fines it's an offence not to provide this information) you can't 'fine' them. Simple. :)

    I might have an issue because I sent off an appeal before i realised that the process was not legit.
    I have not responded to any of the letters that they have sent to me but I did originally appeal the decision (which they rejected).

    Don't worry about it. I assume this is a private carpark charge, and not a council one? If so, then ignore them. The fact that you've declared yourself as the driver doesn't make much difference, TBH.

    BTW, they always reject appeals. In fact, I very much doubt your appeal was even read.

    Hello,

    I am new to this forum,

    I am very worried as i have received a fine from Excel parking. I parked in a carpark after 8pm on a saturday evening for 79 minutes.
    The letter I received said that I parked illegally on the 14th may 2011 but the 1st I knew of any charge was the letter received on 26th May 2011 stating that because I'd failed to pay the fine within 24 hours it has been increased to £60. There were no clear signs stating that there would be a fine or that CCTV was in operation and there were no barriers. I had no intention of parking illegally and I've never had a ticket before.

    I work on a very tight budget and I have a young familym I really cannot afford to give £60 away. I am extremly worried about this and I really dont want it to excalate furhter.

    Can anyone please offer some advice?

    Totally ignore it, and all future letters, threats, etc from them
