You must report him. He has exhibited anti-social, threatening behaviour both verbally and in writing for which you have proof. The police will have to act and follow up with you, more than likely with an apology from the gentlemen (can I call him that?) concerned via the police. We all have a basic human right to go about our daily lifes without being intimidated. This is what the police are for (supposedly) - protection of the public.CHEAP doesn't mean ETHICAL0

Sorry you've had to deal with this.
I work for the police nd confirm there is an actual offence of 'Threats to commit criminal damage'. If the content of the note is tantamoun to this I'd take it into your local nick and report it. I wouldn;t expect CPS to deem it 'in the public interest to pursue as a crime, but using PNC the cops will be able to trace him through his registration number and give him the hard word at least. If the note is very bad, they may even lock him up for it before putting it to CPS, especially if you are distresses by it.
