Time sensitive appeal - please help
I came home early from holiday due to urgent family matters (I'm the carer for elderly parents) to discover my first ever parking penalty
I would appreciate any help to talk me through what I need to do today - 14 days since letter issued.
I've read the newbie steps and searched threads but I'm so overwhelmed with family emergency (I also have ADHD) and super anxious as I think I have to appeal by today, at least to avoid paying a higher amount should my appeal be rejected.
I've googled landowner but can't find those details, only that it was an unnamed investor in 2021.
Just visited the 2 stores I shopped in - The Range and Home bargains - spoke to managers, both sympathetic but said couldn't help to cancel unless their own staff.
I'm in such a tizz and would also appreciate any help reading my letter for potential non compliance and what to state in my appeal/challenge.
I use proversion of Perplexity for work and I ran my redacted letter by it
It thinks it's identified possible 2 issues, but I know to always check it's output and sources:
absence of an express paragraph 9(2)(e)(i) invitation to the keeper to pay.
alternative descriptions of the alleged contravention remain a secondary paragraph 9(2)(c) argument.
Extra context but unsure if relevant:
the car I was driving was my son's mobility car. I was shopping for him and was also on the phone to him several times as he was very stressed as something he wanted wasn't available. Additionally, i had taken my terminally ill best friend with me to shop and have coffee. So both situations made my visit longer than usual.
Images include - no signs at the first turn in and first bays you can park in. Once you walk to shops if you're looking you will see - Sign positioning is quite high and small lettering, especially as I'm 5 foot.
Unsure if any of that is another defence.
Hoping some kind souls on here will help me urgently 🙏🏻

Update - spoke to Home Bargains customer service at head office. They advised to appeal then if rejected to contact again as they couldn't try to help until after appeal prices.
Advised to then email support@homebargains.co.uk with all relevant appeal docs and receipts etc.
Doesn't help me today but thought might help others

Definitely wasn't a Penalty, just an Invoice, a parking charge notice from a private parking company, GN
Follow plan A in the newbies sticky thread in announcements near the top of the forum and complain to the Retail Park Management Company or landlord or landowner ASAP

Thanks, appreciate your reply
. I do understand it's not a penalty, i just chose wrong wording in a hurry.
i mentioned, in my OP - I've gon
e through the newbie thread but I can't find the retail management or landowner
Spoke to Home bargains head office who said they don't have that info. Googled and it comes up with 'unnamed investor'
Another point - I've noticed that the signage doesn't state the £100 charge if over staying. Could that be a point of challenge?
I'm panicking now as need to get it in today

I'm not usually fooled and have fought many other types of cases, but currently I have 2 family crises I'm handling caring for 3 disabled relatives and I'm overwhelmed
I know I'm likely panicking over this as it's my first ever charge, I can't afford it nor afford much time researching and battling this at present. Hence me asking kindly for help on this forum. But thanks for your reply

Having "driven" through the shopping centre car park on street view, I see no totem poles which normally gives the managing agent but Auntie Google gives this: -
Ownership & Management Contacts
- Owner/Fund: Columbia Threadneedle UK Property Select Fund
- Asset Strategy / Tenant Audit: Smart 4 Asset Management
- Leasing & Agency Contacts:
- Morgan Williams (Tim Edwards)
- Green Lane Real Estate
- Dinesh Pari: 07795 601165 or dinesh@greenlanerealestate.co.uk

Friend sent me photos today from the car park.
1st image shows the signage on entry from the direction I entered - turning right from the main road.
2nd image shows signage you'd see if turning left into the entrance from main road. Only if you were able to stop *and if you could even read from that distance could you read the sign clearly
I always park in the first set of bays - 3rd and 4th images - no signs. Only when you leave the car and walk to shops would you see signs (image 5) which are dotted about, and not on every side of every row.
Is any of this useful for a challenge, including no mention of a £100 overstay penalty?
Also, I've no idea of what 'match days' means (images 6) - the car park is nowhere near Elland Road football ground 🤷🏻♀️
If someone would be kind enough to review an AI drafted appeal I've just attempted, please let me know

No appeal is going to work ! So dont bother with that route
Do complain about it to the managing agents
Ignore them and come back to this thread when you receive a Letter of Claim giving you 30 days notice, or a court claim
