Construct a popla appeal mainly based on the failures ( i assume that you were given a popla code ? )

Thanks, I had already saved Post 3 from the newbies thread, I see there is a brilliant draft from 2018 regarding grace periods. Hopefully I can modify this to suit before attaching it to my POPLA appeal.

Is this what you mean by "the failures"?

By POPLA code, do you mean the reference code? If so, yes I have been given that on my appeal rejection.

I reckon this PCN isn't for a 2 minute overstay. It will be for not taking a ticket from a machine to register for the free hour. Slow down, and go and get photos of the signs and ticket machine. Show us the pics.

(you'll never have to pay).

I am currently offshore but will get someone to take a picture of both PCN and signage for me as soon as possible.

You may well be right regarding a ticket. If this system has been introduced it will be very new. It was certainly not in place last August/September.

It would seem a bit off to enforce taking a ticket for free parking, that also uses ANPR for entry/exit. But these people are quite low I guess...

I think you missed the rule that you should have dutifully gone to the pay machine put in your VRN and it would have said "No Charge" as you were there for possibly under two hours, and the ANPR sync would thus give you 10 minutes to leave from that point in time.

But you didn't do that you got in your car and left without visiting the pay machine and as such it logged you in the car park for 62minutes without registering.

Their system has thus issued a PCN for "Non Payment" which in it's purest interpretation is not the contravention the actual reason should read "Vehicle Not Validated" there was no payment required which I suspect is why you just drove out.

These systems are quite common, as you say another hoop to jump through to catch you out, and yes PPC's are amongst the lowest of the low it really is easy money for no more than template letters.

This wouldn't be in Scotland by any chance?

I am merely posting as the keeper of the vehicle, the driver may have left without getting a ticket/validation, if that was required.

No, this is in Suffolk, not Scotland. [Unsure if posting the location on the PCN was recommended]

The location is sometimes useful to us as it may have cropped up before or there may be local knowledge.

You are dealing with bandits they make up the rules as they go along, they will claim your whole appeal is void as you failed to follow their on site rules.
