I don't think the two of you were on the same page, so I wouldn't rely on that - the norm is that you simply forfeit any refund, but were you actually charged twice?

OK, so if you ended up staying there as per (presumably uncancelled) booking, then this is all really just hypothesising, as you ultimately got what you paid for?

You may have an argument that you were misled by the agent, so could try a complaint to Expedia and see if you can squeeze a goodwill gesture out of them?

It was 1000mile round trip, I wanted to cancel. I only went to avoid paying another £250.

I could be wrong but suspect that the agent interpreted your reference to 'paying double to cancel' as meaning paying for both the original dates and your preferred new ones, rather than literally paying double for just the first set, given that they were clearly trying to arrange a rebooking without penalty, i.e. transferring the £250 from old to new dates.

That's obviously not how you understood the conversation though…
