I have short length of hose attached to the tap as it is very high off the ground. I asked Anglian Water on facebook if this was OK and they said yes. However before I thought of asking them on facebook I had already emailed and they then got back via email and said very definitely you may not use a hosepipe to fill any container "even if it is only a short length of hose attached to your outside tap and is being used solely for that purpose.".

I would say yes.

Although you can't use a hose attached to a tap to fill the water butt.

I found out that Blue Badge holders are exempt as it was decided that people disabled enough to get a Blue Badge would struggle to carry a watering can

Do you know if a person has a Blue badge are they the only person who can use the hosepipe on their property or can anybody use it at that address of badge holder?

As mentioned in the comment before this one, the thinking behind the blue badge exemption is that a blue badge holder would find it difficult to carry a watering can. It's not because blue badge holders deserve to have a greener garden and therefore anyone else in their household or family could also use the hosepipe on their behalf to extensively water the garden. I would also argue that morally, the blue badge holder should only use the hose to do the amount of watering that an able bodied person would be able to do with a watering can.

Anglian water came back to me by email a couple of weeks later, unprompted, to say actually they'd made a mistake and it was OK to fill a can with a short length of hose.

Can be open to abuse of the system then.

BB holder then could go to all the homes in a street and get the people living there to water the garden, fill water butts, wash cars and windows and nobody can do anything. Assuming the people want this stuff doing at the homes that is.

A person can be on priority register for many reason, for instance being deaf, blind or mental problems for instance

too many things can be abused, at the end of the day, we expect ppl to have a level of integrity and care for the environment they're a member of. If the worst case happens, they will be affected too. Utility companies should provide support and not make things difficult with tighter rules and exceptions in case an idiot takes it too far.

I say that living in a hosepipe ban area with my garden completely yellow and dead, pains my heart to see it like that.
